Revictimization

A fundamental principle in psychology is that behaviors that resulr in positive results are reinforced and those that result in negative
consequences are less likely to be repeated by humans. Given that being victimized can result in many negative costs (which would, in theory,
suggest that victims are less likely to reengage in behaviors that may increase risk of revicimization), how do you understand/explain the high rates of revictimization for certain crimes?
