Write a research paper that provides a basic explanation of what a conflict diamond is.In the context of homeland security with the associated concepts of the homeland security enterprise and the whole community approach, public-private partnerships are deemed natural and critical. Much of the expectation seems related to how the private sector will augment governmental response to a crisis. Alternatively, consider how the government directs the private sector through regulation to implement and enforce its agenda. For example, a key soft power national security tool is the use of sanctions to control the finances and trade of bad actors. Is this appropriate?
